Error: VM option 'WhiteBoxAPI' is diagnostic and must be enabled via -XX:+UnlockDiagnosticVMOptions.
Error: The unlock option must precede 'WhiteBoxAPI'.
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.

Fix Request (11u) This is the follow-up to JDK-8217990. Patch applies cleanly to 11u. Verified the test works in release mode after this backport.
