Description
CollectionSetChooser contains some unused or unreachable code.
Lots of stuff can be moved from the hpp into the cpp file to tighten visibility. Also fix the naming of helpers etc.

Closing this as duplicate of JDK-8217330 since that change basically touches all the same locations anyway.
