I have shortcut on Windows Desktop which is broken, it points to file that does not exist. Then when Java application is initializing JFileChooser, there is this "Problem with Shortcut" popup.

REGRESSION : Last worked in version 8u181

This is a known issue fixed in JDK 12 ea build. Closing this as a duplicate of JDK-8213583.
