Description
- testlibrary/ModuleTargetHelper.java is a library used by a couple of tests, it provides wrappers around a non-exported package -- jdk.internal.module. suggest moving closer to the tests into test/jdk/tools/jlink/plugins/SystemModuleDescriptors
