Seems that Minimal does not support CDS either, like Zero:

Creating support/demos/image/jfc/J2Ddemo/J2Ddemo.jar
Creating jdk image
Creating CDS archive for jdk image
Shared spaces are not supported in this VM
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.
