Description
java/util/Arrays/TimSortStackSize2.java

was demoted to tier1_part3 due to JDK-8199265. JDK-8199265 has been fixed, and test has been run in tier1_part3 without failure happen.

Let's move it back to tier1_part2 (jdk_util).

Fix request (11u): Requesting backport of this test configuration change for Oracle parity (I see 11.0.13-oracle). Patch is recognized as clean. Tested in SAP internal testing and GHA, low risk.
