Description
Track per-region incoming refs during mark to improve rebuild candidate selection, i.e. by prioritizing these regions.

This could also be used for deciding which regions to drop the remembered sets for when exhausting budget.

Also interesting for pre-selecting the type of remembered set to avoid unnecessary coarsenings.
