Description
The Javadoc benchmarks regress on most platforms (Linux, macOS, Solaris, Windows) in 10-b29.

Summary:
 Tools-Javadoc-Jdk7 approx -1 to -3%
 Tools-Javadoc-Jdk8 approx -2 to -6%
 Tools-Javadoc-Startup approx -2 to -5%
 Tools-Javadoc-Steady approx -2 to -6%

Regressions hold into subsequent releases.
VMswap results indicate the cause is in the JDK (not the JVM).
