Description
The navigation bar in the javadoc generated pages needs clean up. 

1) The sub-navigation bar can be shortened by removing the "NEXT", "PREV", "FRAMES" and "NO FRAMES" links form the top line in all the pages.

2) The module-summary and the type pages should only have one line in the sub-navigation bar.

3) The "ALL CLASSES" link can be removed or moved to a different location.

For, 3) The "ALL CLASSES" link can be removed or moved to a different location. the "ALL CLASSES" link can be moved to the main navigation bar for now and in a follow-up enhancement, the index pages could be updated to have a link to display just the classes using Javascript.
