Fix request [11u] I want to backport this to simplify follow-up test backports. No risk, only a test change. One simple resolve. SAP nighlty testing passed.

[~alanb], I agree that we should migrate tests to use j.u.s.ToolProvider, but I'd prefer to do it separately.

We should migrate tests to use java.util.spi.ToolProvider as much as possible.
