JDK-8176131 - Simplify new Taglet API
Description
In langtools/test/jdk/javadoc testLegacyTaglet claims to be about testing the old 1.4.0 Taglet API.  

That is no longer the case; it simply tests the supported tablet API.

The comments in the code, the name of the class and the name of the containing package are all out of date and should be changed to reflect the actual functionality.
