reinstating the option

I made a mistake here, the -XX:UseCondCardMark flag was not removed by JDK-8076987 but just moved from c2_globals.hpp to globals.hpp because C1 now supports it as well. [~ashenoy], could you please re-add the flag to the Tools Reference Guide? Thanks and sorry for the confusion.
