With the refactoring done for Jigsaw, we should exclude Monocle from the production build. We can add the classes in for testing purposes if needed.

Alternatively, we need to ensure that applications cannot load Monocle since it is not well tested on desktop platforms -- it is only used as part of our test harness on those platforms.
