Description
Currently Websql feature is not complete.

We need to provide missing implementation for APIs like 

ChromeClientJava::exceededDatabaseQuota
 FileSystemJava:: listDirectory   etc...

Decoupled this from 16_04/PSU. I would expect, if there's work to be done, it aught to be done for 17_01. Comments back to me if there's concerns, etc.

Given that the incomplete implementation of websql has already led to one regression, JDK-8162979, can you think of any other potential regressions that we might have in 8u112 versus 8u102?
