Description
The following websites are constantly reloaded by Webview instead of loading once:
http://babylon.com
http://dailymail.co.uk
http://espn.go.com
http://twitter.com
http://yahoo.com
(as for Twitter website, not the whole page is reloaded, but rather separate twit windows)

Reproducible with 9b127; not reproducible with 9b113.
Apparently, reproducible on Windows only.

Tested this issue in b125, b126 and b127. This issue is reproducible from b126 onwards. This regression is caused by JDK-8089563 in b 126 and fixed in b 128 as part of JDK-8161258. Hence closing this issue as duplicate of JDK-8161258.

Indeed, this issue seems to be non-reproducible with b128.

I tested above sites with latest JDK 9 on windows 7 and i did not observe any page reloads.
