JDK-8179598 - (jdeprscan) add support for scanning modules
Description
Allow loading of deprecations from modules, and allow scanning of designated modules.

Jdeprscan currently only supports scanning of jar files and class files. Support for scanning modules should also be added.

This should include allowing options to specify the module path, and then to find types by constructing a dependency graph rooted at the module being scanned. This would be a functional replacement of the --class-path option in a modular world.
