Description
JDK <version> contains IANA time zone data version 2016a. For more information, refer to [Timezone Data Versions in the JRE Software](http://www.oracle.com/technetwork/java/javase/tzdata-versions-138805.html).

I can't tell from the description what this subtask is trying to request:. Is it to assert that to tzupdater needs updated? Or the linked webpage in the description?

I've changed the subcomponent java.util:i18n to java.time because java.util.TimeZone and its implementation classes are just a client of the time zone data support of java.time. If any tzdata update involves any naming issues, please file separate issues to java.util:i18n or java.text, depending on the issues.
