A DESCRIPTION OF THE PROBLEM :
When launching my application via webstart, user.dir becomes C:\Program Files\Java\jre1.8.0_91  instead of eg c:\users\{username}\Desktop


REGRESSION.  Last worked in version 8u77


REPRODUCIBILITY :
This bug can be reproduced always.
