Description
Enable the Java Packager two day's after the Java Packager was disabled with JDK-8155055.

We need this week's promoted build of jdk-9+117 to complete this.

Note that this also needs to wait until the promoted build of jdk-9+117 since we need to use that build as our JIGSAW_HOME at the same time we enable the packager again (or else the build will fail).
