Description
JavaFX modules are now delivered into the JDK build and linked into of the modular runtime image -- see JDK-8092093.

The THIRDPARTYLICENSEREADME-JAVAFX.txt file is missing and needs to be restored or included with the THIRDPARTYLICENSEREADME.txt file that has the third-party licenses for the rest of the JDK.
Comments
JDK-8169925 reorganized the licenses, including those for third-party software, by module. This supersedes the THIRDPARTYLICENSEREADME.txt and THIRDPARTYLICENSEREADME-JAVAFX.txt files. The javafx.* modules do not currently deliver the the needed license files in the modules_legal directory to the JDK build, so the third-party licenses for javafx.* modules are missing. JDK-8172526 is tracking this bug.
