Description
gc/arguments/TestMaxMinHeapFreeRatioFlags would fail if you juggle Indify String Concat strategies, because their initial linkage may bring more things in the heap. Notably, this will happen inside of verifyRatio helper method which does a String concat . We need to prime the utility methods before using them within the test.
