Not seen since May 2016; reopen with a current jtr file if seen again.

Not seen since 4/27 and may have been remedied by increasing stack of ProcessReaper in ProcessHandleImpl. The log info above indicates the VM failed to be initialized, which is not likely to be a ProcessHandle issue.
