Description
Concurrent tasks often suffer from using too many threads because there is too little work available.

Look at the various concurrent mark phases and see which of them can be easily automatically tuned to use a more optimal number of threads, and implement that.

Comments
Moving to 9.1, as a complete look at all tasks might not be feasible currently. There are several tasks (linked) that were already tuned. See JDK-8155232.
