Description
java/util/TimeZone/Bug6772689.java

This test is known to fail intermittently (JDK-8149898, JDK-8150804), it should be marked accordingly with 

    @key intermittent 

jtreg tag in the test file. 

Until issues resolved, the test should be demoted from tier 1 to tier 2.
