Description
Currently the pack200 tests are defined to be part of tier 2 testing. The pack200 tests have a history of finding VM issue.

Therefore, as part of aligning the tier 1 test definition to cover VM-related functionality (JDK-8132855, JDK-8132854), the pack200 tests should be evaluated for including in tier 1.
