Description
jvmti.h is generated by the hotspot build with a GPL header. The checked in version in the jdk repo is GPL + "Classpath" exception. We need to re-examine this part of the build, ideally the hotspot build would generate a jvmti.h with the right header and this version would be used in the JDK build.
