Description
Installed jdk-9-ea-b100 on Windows 10.

When I try to run javapackager it fails due to a side-by-side configuration problem:

>"C:\Program Files\Java\jdk-9\bin\javapackager.exe"
The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail.

I installed twice and rebooted just in case.

Other tools like java.exe are working.

Confirmed. I will fix JDK-8144490 and that should resolve this issue.
