Java Enabled/Disabled checkbox will Unregister/Register Protocol Handler on Mac.

After some discussion with Chris, I've decided to resolve this as WNF. The issue is lsregister and LaunchServices is too unreliable and too unpredictable to bother with any feature that interacts with it. I have a separate issue filed to improve the registration of the protocol handler, I'll fix that to make it as robust as possible but we won't ever bother with trying to de-register the protocol handler.
