JDK-8131894 - Cleanup build logic for creating FX modules
Description
The JavaFX modules are present in Jigsaw builds on 32-bit Linux, but the native libraries are missing.
Comments
I decided it was better to fix this right away, since the fix was trivial. It should be in the next build (starting tomorrow).

JDK-8131894 is in progress, so I am likely to fix this as part of that. In the mean time, this bug will remain open.
