Java HotSpot(TM) Client VM (build 25.60-b23, mixed mode, sharing)

ADDITIONAL OS VERSION INFORMATION :
windows 7 x64

EXTRA RELEVANT SYSTEM CONFIGURATION :
using 32 bit java for browser plugin

A DESCRIPTION OF THE PROBLEM :
since upgrading to new version jvm startup is slow, previous build worked ok (the one before 60)

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
access any page with java applet using any browser (tried msie, chrome)

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
reasonable startup time
ACTUAL -
startup time around 45 sec

REPRODUCIBILITY :
This bug can be reproduced always.

The applet loading time has increased with 8u60. This seems a duplicate of JDK-8134741.
