Description
This is similar to RT-14094, it's reproducible in 8.0. But works fine in 2.2.x.

When setting menu popup side to Side.TOP or Side.LEFT, menu is placed incorrectly. This happens only the first time the menu is shown.

Raise the priority because in RTL orientation, menu is still popped up to incorrect place. This looks ugly for cascade menu. Please see the snapshot cascade-menu-RTL. And tooltip in RTL orientation is also impacted.
