JDK-8102614 - Need to move jfxrt.jar from lib/ to lib/ext/
Description
Once the following issues are resolved, the javafx.policy file will no longer be needed since jfxrt.jar will be on the classpath by default:

The file should be removed from the JRE in a subsequent build.
