Description
Using the TextLayout.fx test case for RT-5100, I get ~30fps - *if* the mouse cursor stays outside the top-level window.  As soon as I put cursor inside the window, things slow to a crawl: 2-3fps.  Curious.

Though RT-5280 was backed out, other changes have prevented this bug from re-manifesting.

Indeed - this problem has disappeared along with the fix for RT-5280.

This may be caused by RT-5280 so it should be retested now that 5280 is fixed.
