We need a support for Gray writable image for 3D work

Note that there is another bug RT-24657 requesting support for higher-resolution 32-bit grayscale images. On the surface these would seem to be duplicates, but the other bug is really asking for something that goes beyond just transferring pixel data to our textures so I will keep this bug open and separate. I need a little more specifics, though - I would typically assume that 8-bit grayscale is enough for 3D? What are the images used for?
