RT-31306 tried to fix, and caused a regression, so was backed out.

using ssh -X to a linux system, javafx applications will fail to initialize to the desired size.
Usually, it will create a window based on something related the minimum decorations bar size.

SQE is OK to defer it from 8u40.

Adding 8u40-defer-request. This issue appears to be part of a complicated set of timing issues between Glass/GTK and the X11 server. This is complex code that we would prefer not to do in the 8u40 rampdown.
