Description
In fixing Windows HiDPI scaling (RT-27960) several Region background fill tests were discovered to be relying on anomalies of rendering the Region at integer scales and so the tests were hard-coded to run at 1:1 scaling on Windows.

The tests should be updated to not make assumptions about any UI or rendering scaling that might be going on.
