Description
java.security.acl is superceded by java.security package.  This issue proposes to move java.security.acl to java.base that would allow this package be stopped exporting in the future rather than defining a dedicated module for a "deprecated" API.

java.security.acl is in compact3 profile. Moving the package to java.base would need to drop it from compact3 and add to compact1.
