Thanks for the bug report. The URL moved - the new one is http://www.cs.rochester.edu/~scott/papers/1996_PODC_queues.pdf The jsr166 CVS where the master copies of these files are kept is now updated with the correct URL, and openjdk should pull in these changes either as part of a general jsr166 sync during openjdk9 development, or a more focused fix for this bug.
