Description
After JDK-8038463 is fixed, JCP looks better in High DPI settings, yet some dialogs shown still have issues, for example too small default size. This bug is to address the additional issues with Java Control Panel in high resolution settings.

There are several related issues. SQE OK to take the JDK-8048906, JDK-8050016 and JDK-8038463 all or none into PSU14_04 ZBB build.

No regression test is provided since the change is in UI layout only.

The attached screenshots are taken in Windows 8 with DPI scale 250%. Java Runtime Environment and Manage Certificates dialogs are too small by default. Automatic Update feels too "crowded". The dialog feels light because of whitespace at regular resolution. Security Warning - HTTP is a confirmation dialog shown when a site with HTTP/FILE protocol is added into the Exception List. The dialog should be horizontal rather than vertical, compare to regular resolution confirmation.
