I run "jarsigner -J-Duser.country=cn -J-Duser.language=zh" and see the English message is used. I'm not sure if there are other tests that specifically check if the translation is complete.

jdk9 translation won't be happening so soon yet. But thanks for the notice. If you have any test case to display it, it will be helpful.
