Description
Call to annotateTypeLater (formerly typeAnnotate) are remnants of an old method for forcing type annotations to be attributed which has been replaced.  As of now, they are redundant and cause invariants to be violated in TypeAnnotate and other codepaths, and therefore should be removed.
Comments
Root cause: TypeAnnotate codepath is being used to attribute annotations, which is done before attributing the body of a method. Therefore, the types have not been attributed. Solution, create a separate codepath for attributing type annotations.
