java/lang/Runtime/exec/CloseRace.java

This test just created in jdk8/b115 in the fix of JDK-8024521. 
Test fails intermittently in TL nightly on windows:
test result: Error. Program `C:\Users\aurora\SANDBO~1\jdk\bin\java' interrupted! (timed out?)

There's already a proposal to improve the test JDK-8027348. In particular, it should greatly reduce the running time of the test.
