Description
This bug shows that no one might be using the Policy Tool on mac

There is separate bug for the Top Level menu issue

Now, while testing for the keyword interactions for accessibility, I notice that none of the button is working with the mouse also.

Java is always busy

To Reproduce:

1. Launch Policy Tool
2. Click on the Add Policy / Edit Policy / Remove Policy, Pressing Enter does nothing, while clicking using mouse makes Jav Busy.
