Description
In Palestine,the government decided this week to start the winter time the first day of Ramadan. 
Ramadan started August, 11 for 30 days.  
 
This is confirmed in this link from worldtimezone.com: 
http://www.worldtimezone.com/dst_news/dst_news_gazastrip04.html 
 
We need asap a new tzupdater that includes this change. 
the last version, 2010k, includes the same change, but for the Egypt timezone.  We need thesame change but for the Palestine and Gaza timezone.
