Problems caused by creation of multiple copies of the jnlp descriptor are happening from time to time and we need to make our code more robust.

This is also opportunity to clean up logic related to use of data from the JNLP descriptor.
And to collect requirements for further improvement of deployment descriptors (actual improvement is separate effort).
