JDK-6950787 - Make GC logs cyclic
Description
It would be very convenient in many cases if the top of the GC log contained some helpful information about the run / JVM including JVM / HotSpot version, start time, command line parameters etc. This way, if we get a GC log we would immediately know some information about how it was obtained (that's information we usually ask the customers to provide separately).

If we adopt 6950787 and split the GC log into more than one segments, each segments should contain the above information.
