Description
Steps to reproduce:

1. Install JRE 6u10-b14 offline with /lang=1036 (or any other language)
2. Now install JRE 6u10-b29, it will get "error applying transforms".
Comments
EVALUATION The reason is because the lang transforms are embedded as storage into the offline JRE msi file. It conflicts with the vamus reinstall caching. Instead of embedding the transforms as storage into the msi file, we should instead use them as 9 resources into the wrapper .rc file. During install, the wrapper will extract the necessary lang transform, if non-English.
