JDK-6722585 - New plugin has very misleading error messages for invalid JNLP files
Description
When a JNLP file tags are not paired correctly, a FileNotFound exception is thrown. Need to work on the parse to throw a more clear/helpful message.

EVALUATION This is the same basic problem reported in 6722585. This is considered a serious impediment to developers and the fix is being targeted at 6u10. Closing this bug as a duplicate.
