We need to temporarily make the workaround for Mozilla bug 406251 switchable at run time to be able to verify their bug fix.

EVALUATION For testing purposes we temporarily need to make the fix for Mozilla bug 406251 switchable. Added an environment variable which is queried to determine whether to use the workaround.
