Description
While auto/manual update we are getting security dialog, which is impacting auto update test scripts. Please see the attachment. After clicking "Run" on the dialog, Update bubble is popped up. And the attached dialog is again popped up. I guess this a file signing issue.

How to reproduce

1.) Install jre 6u10 b11 pit bundle

2.) set the UpdateServletURL and point it to map xml file

3.) Modify the update schedule to daily and hours.

4.) Launch the jusched.exe and wait for the update to happen

Actual Behaviour:
Before Java update bubble is popped up, a security check dialog is pooped up. User needs to click "Run" button on the dialog to get the update bubble in system tray

Expected behaviour:
Java update bubble should be popped up.

This issue should be fixed ASAP, as it is impacting Auto update test scripts.

EVALUATION It was a regression introduced in b11 due to my changes for CR#6591720 Fixed it in b12 with CR 6656487

EVALUATION This is regular install. I am not clicking on signed. I just install jre offline bundle and then try to autoupdate, ehich cauces this dialog to appear.

EVALUATION Is this using the kernel bundle or the regular installer? Is the that you're clicking on signed?
